Automatic Avatar Resizing for Larger Images

I've added the same functionality for the new image resizing for avatars as well. The new limits are the same:
Max Filesize: 6MB
Max Width: 5000px
Max Height: 5000px
Files with dimensions larger than 120px X 120px will automatically be scaled down to fit within those limits.
So those of you who do not have a avatar now have no excuse.

This worked great! The new "Upload Attachment" tab with instructions, is very helpfull. Its much more intuitive to upload attachments now.
