I think the character of the individual is more important than the experience. That is the reason there is things like State Departments and Joint Chiefs of Staff, etc. Ronald Regan was a neophyte in many ways but his character and beliefs let him make incredibly difficult decisions correctly and set the economy up for a decade of expansion for Bill Clinton.
As far is vice presidents being ready for the BIG job in the last 40 years.

Hubert Horatio Humphrey - Yes
Spiro T. Agnew - Obviously no
Gerald Rudolph Ford - Yes
Nelson Rockefeller - Yes
Walter Mondale - No
George Herbert Walker Bush - probably not at the start

Albert Gore, Jr. - No (just because I don't like him does not make him qualified) :)
Richard Cheney - Yes (just because you don't like him does not make him unqualified)
Joe Biden - No (at least not yet)

Sarah Palin had been governor of one of the least populous state in the nation for 16 months.

You said largest and fastest growing. Actually at that time, Florida was probably the fastest growing anyway. Alaska was and still is the largest state by far.
