Blue ring around icon??

O.k. I give up. What does the little blue ring around some of the little icons of antrhacite on the right of the threads mean? I thought it was like a hot topic type thing where after say 20 posts it appears but that doesn't seem to be the case. Anyone know???

That's exaclty what it is except its's 25 posts. I had some animated ones that were on fire but I thought they looked a little too cheesy...
