Coal prejudice aside why were they even considering using public funds to rebuild a plant for a private corporation in the first place?

Strange, I'd expect the anti-coal view in Iowa City (a "Nuclear Weapons Free Zone") but not Cedar Rapids.

Same reason they use public money to build sports arenas. Politicians are very generous with YOUR money. :D
