There's no New Topic Button "The Best of" Forum

I can't see the button for posting a new topic. I'm logged in as "Paula" and I wanted to post a question about chimney cleaning in the Best of Anthracite forum, but there's no "New Topic" button anywhere on any of the screens I go to. I'm using
firefox with Windows XP. I haven't posted anything since last year.

"The Best of" Forum is older threads that have been moved there from other forums, basically ones with a lot of good information that were very active. The idea is they don't get buried as new topics are created. Nobody can start topic a new topic there but you reply to the existing ones. You can suggest older topics be moved there:
