This video is pure 'Penn and Teller' all about gun control. I love the clip with Hillary in it. God help us if she is elected.

Pen & Teller are great and that was pretty good...

That quote from the officer however is most likely a host and not very accurate. First thing I do when getting any e-mail like that is check out on snopes or other simialr sites. About 95% of them are fake.
