Now for the big question.
Is Obama behind this to shut down coal-fired power plants like he said during campaigning?

The first study was commissioned by environmentalists and was performed by environmentalists in conjunction with environmentalists. The environmentalists got the result they wanted and they didn't even bother to say where the report could be found. Like everything modern environmentalists do, it's bs. There was a time when they were objective, now they just want to establish their political turf and their power base. It's just another crock of crap from liberal wackos.

Proof from the Mansfield News Journal article:

"Our feeling nationally is that every coal-fired utility boiler should be controlled or be on schedule for shutdown or replacement," said John Paul, agency director for the Dayton-based Regional Air Pollution Control Agency.

Apparently the federal and Ohio EPA isn't good enough for them.

Our local eastern PA news paper had the headline "Coal Emissions Decline" today as well. That puts it in perspective although the trailing headline had to do where NJ ranks in deaths caused by coal particulate pollution. I think all of this ink is because yesterday the Clean Air Task Force published it's report entitled The Toll from Coal: An Updated Assessment of Death and Disease from America's Dirtiest Energy Source for our reading pleasure.
