The two at the very top of the building look like a flame with black smoke rolling off.

That is probably exhaust steam from a power house or stationary engine of some sort.

I know the city of Pittsburgh did & still does have a large central steam heating system that heats quite a few downtown buildings thru a system of tunnels, it could be something along that line.

A neighbor of mine used to work at a factory that had a 200' brick chimney.
He would wait till it got dark and use pull chains to release steam that would blow the fly ash right out of the chimney.
You don't see a sight like that anymore. Damn environmentalists!

Up here along the Merrimac river you'll still find chimneys like that at the old textile mills
They dropped one last summer with explosives. Now that's a cool job!
