jp, my understanding is that China is one of the biggest producers of steam coal--why the need??

-----------------yes,now the trimming price of steam coal 5500kcal/kg in Qinhuangdao port is 116usd/mt,one supplier from indonesia give me a CNF price 89.5usd/mt,and the freight charges is 8-15usd/mt from Qinhuangdao port to our customers,so we can have profits

For steam coal you should be talking to Usibilli Coal mine in Alaska. They have rail facilities that can load ships in Seward, Ak. and Currently sell large Quantity to our of country businesses/utilities. They have a partner company called Aurora Energy.
