The tax is applied to the coal itself. For me it was $73.75 for the tax. I believe this to be a general "sales" tax.
About the only thing that isn't taxed in Ohio is food (unless you eat it in a restaurant, in which case it is taxed). In fast food joints they ask if you intend ot eat it in the restaurant, or take it out of the restaurant, and they tax (or don't tax) you accordingly.
Is this not the case elsewhere?
