Baro damper, power vent settings

I'm a little confused on where my setting should be for optimum efficiency. Should my baro dampener be open to keep the heat down into the stove and not out the pipe or should it be closed? Also, I have my powervent on a rheostat at about 1/4 on. Is this too much, too little?
Any advice is greatly appreciated.

The baro only functions when the draft reches the baro's set limit. If the draft is less than the setpoint, it will not function. As the draft starts to exceed the setpoint, the baro will begin to bleed room air to reduce it. As the draft increases, the baro will continue to open further, limiting the draft to its setpoint.
