These projects should be done locally but until the federal government gets their hands out of everyone pockets and let the states and local governments who are better equipped to determine what will benefit them it won't be possible.

Which puts us back where we started 60 or 80 years ago. Local resources were not enough, so federal funds were sought, then local corruption tended to absorb the federal funds, so more federal control was instituted, more federal taxes were levied, and here we are! Yuck! :sick:
