Congress has the authority to coin money and regulate the value thereof. It does not have the authority to force anyone to use or accept it, exclusively or otherwise. That is a matter of free will. The States on the other hand (not being persons of free will) are obligated to accept only gold and silver as currency.
There had always been independent bank notes which were totally independent of Government currency, and functioned freely along side it. You (and whomever you bartered or traded or contracted with) were once free to choose what your trust was to be placed in with regard to what you considered to be an honest store of value.
