What a crock! If you are going to tell whoppers like that, you should be riding on the campaign bus with Willard. First, the downsizing in question is the sequestration ordained by Congress, not by President Obama. Second, President Obama and everyone else with any brains predicts it will not happen -- even Congress is not that stupid. So if Lockheed is notifying workers of a potential layoff, it is because Congress has told them there will be no money for their contracts after December, and legally Lockheed has to go through the motions even if they know Congress is lying.
First, President Obama signed it into law. And if you believe the Woodward book it was him and his advisors that came up with the sequestration idea and pitched it to the congress in negotiations. At best he has a 1/2 part in "ordaining" sequestration by being one of two branches involved in creating and passing the law. At worst it is a bit more than 1/2 his fault because he pitched it as the mechanism to get automatic cuts in the law.
Second, while 123k may not be laid off, 123k would have been given notice of potential layoffs under the law, had Obama not instructed DOL or DOJ or some group to basically tell Lockheed and other defense contractors to break the law and that the administration would cover their legal expenses when they get sued by the unions and employees for failing to follow the law. Just because Obama and others are saying they will not let sequestration happen, doesn't mean it won't actually happen. It is entirely reasonable to act to give notice of potential layoffs, as required by law, due to the impending deep defense cuts represented by sequestration, also on the books in law. It doesn't matter is Obama or congress are lying or not, it matters that the law is on the books, it will come into effect at a date in time and there is another law on the books that says you have to give advanced notice of potential layoffs if you have reasonable expectation they will be necessary.
