I'm pretty sure the need for this was discovered shortly after Homeland Security & the intent was to centralize all these different Dept.s so there could be some sort of communication between all instead of huge egos getting in the way & having too many Chiefs & not enough Indians (no disrespect to any members ) same thing would happen with FEMA, a bunch of agencies would all believe they were in charge & little would get done.

I thought Executive Orders were to be used only when congress was not in session and at the same time something urgently needs to be shorred up, whereby under the circumstances the President acts via an EO. The new tiwst here is that Congress is actively in session, but that matters little to this President, as he continues to sign EO's by the bucket load.
