Not true at all, That would be frangible ammo and we are talking about .40 S&W here. It is in no way designed to not go through walls. Customs, Fisheries, and other gov. agencies do not work in domestic environments like the town or city cops. And they do not need anywhere near this amount of ammo. Law enforcement only "qualifies" once a year that I know of. Lets take NM fisheries for instance. They only have a handful of guys literally on the whole coast and Customs does not have more then 50 probably. So why did they send 40 or 50 million rounds into Scarborough, Maine? The Coast Guard does not have enough guys to bring them up to needing this much ammo. The local Navy base where I grew up didnt have a fraction of this in the armory.

Fisheries enforcement falls under NOAA...hence the need for ammo...NO CONSPIRACY...common guys...research beyond the surface!
