The hand feds that have the bi-metallic dampers 'generally' wouldn't need a baro since they already have a temp adjusted air control. I say generally due to the 'depends' disclaimer below.
The hand feds that don't have that MAY be a candidate for a baro to improve their efficiency.
Depends on a few things like the stove / chimney construction / chimney draft / house draftiness / prevailing winds / tree cover / surrounding topography to determine if a manual or baro or both or neither will help or hurt.
