Of course it's not found, there is no such page. ;)

Seems to be Time Warner/Road Runner issue associated with new service/modem etc.

That's a DNS issue. If you haven't already done it, go to opendns.com and start using their DNS servers in your router and or machines. Side benefits are fast DNS and less worries of malware getting in. They have a free offering which is very good.

You may want to clear the DNS cache as well

This is probably the scenario. With a new router or whatever happened Roadrunner adds the ap_index to all URL's on the page. Fred probably had this site loading in his browser, they probably overwrote the HTTP header with their own and changed the "no cache" to one with expiration . Every time after that since the expiration is foobarred it's pulling up the page that was cached on hid computer when this event occurred.
