All states should be 20 to life for murder. Just because they are eligible for parole in 20 doesnt mean they will ever get it. Think Charles Manson. He is up every year and every year they say no. However, the 18 year old kid that walked into the store to rob the place and his codefendent kills the clerk doesnt diserve to die in prison and cost us millions. Any death that occurs during a felony in PA is automatic 2nd degree murder and LIFE sentence. So even if you are the wheel man, if someone dies, you won't see freedom.
This will change eventually. It will have to. We can't continue to lock them up and throw away the key because if we do, we will be in the same situation as CA.
