Sam in NY you need a permit/license to possess a handgun even if it never leaves your house.

Actually, you need to have committed to a specific handgun and have the serial numbers for it. As in go to the shop and buy it without taking it home. My brother just got his in NY. The permit is specific to the gun.

Looking at the NRA's page you can add or subtract from the license.

Elsewhere than the City of New York, a person licensed to carry or possess a pistol or revolver may apply at any time to the licensing officer in the county of their residence for amendment of his or her license to include one or more such handguns or to remove a handgun held under the license.


What is interesting is this:

An “on premises only” license authorizes the possession of a handgun only at the location written on the license. It does not authorize the holder to take such handgun to any other place. (It should be noted further that an “on premises only” license technically does not authorize the holder even to transport the handgun from its place of purchase to the location stated on the license.)


I guess technically walking out of the Gun store is an illegal act.

Like I say a CCL should be good anywhere just like a drivers license, NY has some stupid gun laws in my book but I would still be willing to bet there are plenty of guns in homes. When I had my business going you would be amazed at not only the weapons but the type of weapons I found & the wife or children had no idea they were there. I'm guessing during the earlier wars it was pretty easy to send stuff home. If it would come down to self protection then I wouldn't be worried much about gun laws, the criminals sure don't.

Yes, Richard. It is called a conundrum that the police can utilize at their discretion, or lack of.
I looked at the NYC requirement and State Police requirement. Guns must be registered to be legal. You can't register one if you don't possess it and its information.
I text the brother and he confirmed that he went to a store and put a non refundable "hold" on a specific gun, then took the info to the application process to be legal. He is only legal with that gun or another one that he registers. Luckily, he had a Judge for a friend and is a Mason, operates in a higher society then I. He was able to get through the process with minimal problems. Not so for many people.

Or, if they are now applying for gun permits now. I wonder how much time the editor spent worrying about gun owners who say were single women who had threats from ex husbands or boyfriends, had been robbed perhaps multiple times and felt nervous, were in a bad neighborhood, have young children and a registered pervert move in next door etc. etc.. They did not spend a microsecond worrying about them in their mindless liberal quest to further the cause or perhaps a little extra sensationalism to further the cause of a dying newspaper. Well, now the boots on the other foot, I wonder how they feel. Journalism used to come with responsibilities.
