We had a similar problem in my town.
A man and his wife moved in to town and decided to domicile over a mile from the closest paved road and lived in a teepee as he did so. Hey all the more power to you weird guy, but then after the first Spring when he had to walk that one mile because he could not get his Subaru down the goat path to his house, he wanted the town (of 700 people) to cough up the money to build a road to his teepee.
That was not going to happen.
We don't pay for logging roads to be built a mile back in the woods when landowners who have paid thousands every year in local taxes to get logging trucks there, so we sure the heck are not going to put in a $30,000 dollar road to some guy in a teepee who DOES NOT pay taxes. Time to build your teepee closer to a paved road and poop under a different rock, WE ARE NOT BUILDING YOU A ROAD!
Eventually his teepee burned down and he moved back to MA, so things righted itself, but it was quite comical for a year or so.
