It's pretty obvious this chimney is not used and when the roof was replced the last time they just removed the section above the roof line. Stupid but I've seen it before.

I agree thats most likely the case Mr. CoalKirk. I figured it would stir up some entertainment lol. Not too often would you see an arrangement like that.

There is a dark spot over the flue, resembles soot. They could be venting a wood pellet stove thru it. The exhaust isn't very hot but still would be unwise I'm thinking.
