The key is to have rule by a small set of well defined and objective laws that apply equally to everyone, the same for which which strictly limit and define the scope and power of the elected and the appointed class. Also, to have the power vested in the elected class divided. We lost that division when Senators became elected rather than appointed by State Legislatures, robbing States of their say in the Federal Government. Ditto earlier and to just as high a degree when the North won the Civil War and States and their Citizens lost their ability to balance Federal power with State elected People power, being effectively stripped and denuded of the 10th Amendment, which was the first Amendment to be scrapped (this being the legacy of Abe Lincoln). Also it used to be the prerogative of each State to determine how its Electors chosen to elect the President were appointed, but now the people of each State vote for and determine the electors. States are mere figments and figureheads as a consequence of all of this, and the Oligarchy of Federalism has grown to terrifying proportions as a consequence. The last major blow came when currency fabrication and manipulation was vested in the Federal Reserve. That blow resulted in a Plutocracy that pulls the strings of the Oligarchy.
