heres my solution.
get rid of all current leaders...and start over.

I know the post is about states wanting to tax hybrid owners...but this whole problem starts at the Federal level.
Federal fuel tax has been around since the '30 s and was quite effective at first (as an invisible tax). At first it was implemented to help support highway construction/maintnance etc...but then they got greedy . Now a portion of the fed tax on fuel goes to "deficit reduction"..hmm
On a state level...the rate varies-ALOT !! Here in NY its over 50 cents per gallon! (and our roads suck! ....If thats not enough they charge insane amnts to travel the thruway (now not even state owned or operated.
There was a time when we (as consumers) were penalized for having a big inefficient cars (remember the gas guzzler tax??)
Now ppl with hybrids have to pay for driving something efficient ???
...maybe as coal burners we should be taxed seperately for NOT burning oil?



Its obvious what would solve the whole problem and end the cycle...

cont....
Federally...the fund is broke.
Its totally mis managed....and they are scrambling for new cash. So are the states....after all...wheres the money to come from if the Fed dont have it. ..??
We need to get back to basics..
