As long as you are not pushing hot coals off the end of the grate you are not wasting it. How far from complete is the house at this point? And is the builder in and out a lot and leaving doors open (or windows maybe to help get rid of drywall mud moisture)?
Also when firing up the first time, the basement, if unfinished, will soak up a lot of heat in all the concrete down there.
Those things may explain higher than normal coal usage.
I'd get a manometer to measure the draft and if it is a reasonable .04 or so when firing I'd wait another week or so to see if usage settles down.

I live in 1650 raised ranch and heat solely with the 110. Last year I used 4.5 ton heating to about 71*. My unfinished 1200 sqft concrete basement with rigid insulation board stays about 65* with one register and radiant front the front of the furnace. I am using a cold air return from main floor and 7 registers. The house is very tight as it is built for electric baseboard heat.
