I just got the same shock when my local propane company stopped by to top off my 100lbs tank. I had used less that half a tank, and it had been 1 year since the last top off. They nailed me for $5.50/gal. They don't have a "will-call" option anymore - everyone is on automatic delivery (they never bothered to tell me that).
I expect my chances of getting a refund for the propane already in the tank are next to nil. So, I paid the bill and am going to use up all of the propane over the winter. Then, come spring I'm going to disconnect the tank, throw it in my truck and dump it on their doorstep. I absolutely refuse to be ripped off for a "disconnection fee". I also put a tag on the tank that says "DO NOT REFILL UNDER ANY CIRCUMSTANCES"
They nailed me for $5.50/gal.
