The chimney doesn't extend higher than the peak of the roof. I think code here is min. 2 ft above the peak

First, I would make it taller.

Second, I would put 2 inch foil faced rigid foam around it and then some type of sheathing.

Third, I don't like where it is in relation to the attic vent.

Code is usually 2 to 4 feet above ANY peak within 10 feet. In MA it is 3 feet within 10 feet. At least the last time I looked 3 years ago.

I didn't have it built. It was all here when I bought the house last March.
Other than the height not looking so great, would that really have influence on a draft issue and setting off the CO alarms in the basement?
I am definitely not putting any money into it this year.

Influence my ass, my friend--I'm amazed that someone would go to the trouble of putting that nice chimney up & shorting it at least 3 ft. Nice house by the way:) Whatever that cap is, I'd suggest you get that OFF IMMEDIATLY if you plan to use the stove at all this season-- At least get it off & fire up for a short burn---it ain't the correct way, but it will give you an idea what's going on---if it's clay & you don't want to get up there--just shoot the sucker-- :rambo3: ;) I'm givin you a big YES on that chimney height being the culprit--ya got an outstanding stove there & I have a feeling you are doing everything right at ground level.

Its a real easy and inexpensive fix with a few more courses of block and liner.

Then insulate and sheath to your desired decor.

I wish we had a better view of whatever it is on top of the chimney.

The Chubby is a first rate modern stove, I'd keep it and fix the issues.

You will love it next winter for sure.

Just for fun, can you post a picture of the stove to chimney setup/connection?

When a lot of people see liner, they jump to that SS crap--you're not REAL old, but old enough to know CLAY tile as the ONLY worthy liner :)
