Yes, but....this is a full base heater, ie the gas path travels underneath the ashpan to fully heat the base. It's an improved version of a base heater if you will.
You can put the exhaust flange where ever you want it on the back pipe. Mine is 23 inches off the floor.http://worcester.craigslist.org/atq/4401659082.html
