Starting a Website

Does anyone know much about this kind of thing? I'm helping a friend of mine with a small personal project so it's not something he wants to put a lot of money into.
I've looked online and see these http://website.1and1.com/how-to-build-a-website and it seems pretty straightforward but am also asking around for recommendations.

I've built a couple basic sites that consisted of 4-8 pages. Its pretty cheap anymore to register a domain name and purchase space for a site. I didn't do anything extensive. The sites I built had pictures, text, and clickable links. I used basic HTML commands. It's pretty easy once you learn a little bit of the language. It can be time consuming and tedious at first.. There are also sites that have a "template" that you can mold a page into.
