Well I wish I would have heard this earlier. I'll see my uncle (plumber) this Saturday. See what he says. Maybe I'll have to move the tank to the other side of the garage.

If you have room for the oil tank somewhere else, I would move it.

The tank is not a priority at this point, you can endure all the "outlaw" names.....it is what it is. Shaun, you can install a custom made steel strap/straps to the chimney where possible to make it more secure , even higher it need be. Wind can have one hell of an effect even on that small cross section. Anti seize every thing on that stoker before you slide it into place......side rails especially. They won't 'cooperate with a 9/16" wrench in a tight spot......
