Thanks for all the help and information guys. I'm think'in if I can prove that the coil is bad, I will just plug it again. If I can prove that the coil is good, I will use it for hot water in the garage. I plan on using the Boiler Mate for my domestic hot water.
Hopefully I will get to test it this weekend.

Don, the coil should be tested to the DHW systems working pressure. Add a valve and air test for leaks first, 30 - 50 pounds than if there are not any leaks fill with water and bring up to 60psi (if you can) than let the system settle for a couple of minutes, tap the gauge to settle it. Check every hour for few hours and see if the gauge drops. IF it drops more than a few psi than you have a leak in the coil.

I would check it with water, just put a Valve between the hose and the coil. The hose will make working pressure. Fill the coil and let water get to room temp then record psi let sit a couple hours and see where it is.

a piece of rust or calcium may have plugged hole while capped off, and may or may not hold. if you keep pressure full time on coil and it does leak the boiler safety will lift. then put plugs back in and enjoy the boilermate.

I think you are right about the Calcium plumberman. I finished up my plumbing including the Boiler Mate last weekend. Then I hooked a hose to the outlet of the DHW coil. That flushed out some chunks of something? Now I seem to have full flow through the coil! Then, I plumbed a cold water line to the inlet and put a gate valve and a hose fitting on the outlet. It's been hooked up for a few days now, there is no water in the boiler yet and it doesn't look like the coil is leaking into the boiler. Now I have 2 sources of hot water!
The boiler plumbing is done (I hope there are no leaks!). The Boiler Mate is plumbed in. I just got 5 ton of coal delivered into my new bin. I just completed the Tri-Burner conversion. Now I just need to do all the wiring and put up the new 8" SS chimney.

Final update,
I have had the boiler fired for over 3 weeks now. The DHW coil has been at house water pressure and the boiler has been at 15 to 18 PSI the whole time. I use the hot water from the coil to wash things outside of the garage.
I don't know what the problem was, other than something stuck in the coil. It seems to be working fine now.
