I was driving on a back road in my town and saw a Water Truck hooking up to a fire hydrant. I'm a little sensitive about water and sewer systems in my town because we're about to spend 50 million dollars to upgrade thanks to the EPA. We will have to pay an extra three hundred dollars per year for the next twenty years.

Can a water truck just fill up for free from a towns water system?

I'm not trying to bust the guy, but it's a question that's got me looking for an answer.

When I see pool water tankers filling up in our area they have a water meter between the hydrant
and the tanker so I assume they have to turn in meter for bill from water company
Next time look for a meter

That would be a bit ballsy to just steel water in full view of the public. They do have meters that hook up between the hydrant and truck to bill for the water. I have seen farmers hook into hydrants around here to water crops and they have a portable meter as well. I guess it is the water companies meter, they put it on the hydrant before they hook to the irrigation lines.

Around here you need a permit and then you can tap a hydrant. Never saw anyone meter it but the pooltrucks don't get one. Mostly guys with specialty drain cleaning equipment and trucks that water the roads.

Seen on news here a while back where a honey dipper truck was caught connecting to a fire hydrant...boy, that could have a shitty outcome. ;)

Next time, look for a backflow preventer. That's the bit that will keep your utility out of trouble with the EPA. Regardless, you should call them up and give them all the details you can. If it was a planned event, they should thank you and that will be that. Otherwise it will clue them in to possible water theft/contamination. If they are smart they will thank you profusely for the information. We do in Norwich.

My brother in law truck in water for his dairy farm from city water. Has a meter on it, pays for what he uses.
