My old Honeywell L8024A, with my boiler cold, does not power the circ pump. It is a fresh pump. With the water below the low limit, will the Honeywell not power the pump when the thermostat calls for heat?

It won't run the pump until the minimum temp is met. Usually within about 10* of the low set point. The reason for this is to prevent the boiler temp from falling to low, especially with domestic hot water involved. It is designed to shut off the pump on a temperature fall at the low set point and repower when it recovers +10°.
