What I mean is, as asked above, the combustion fan, and auger have been turning continuously? At no point has either unit stopped? A picture of your fire could help.

Your aqua stat settings are too low. Set it to 180 high and 160 low.

120° is to low, 140° would be the absolute minimum for me. Oxygen disassociates from water at 153°, if you run it as low as you are you are feeding your boiler to the rust gods.

There are multiple things going on here. Setting the aquastat to at least 160 is a good idea, but if the stoker can't make enough heat to change the boiler temperature it isn't going to make any difference.

A few other thoughts:

1. Is the baffled installed? It hangs in the back of the firebox.
2. Has the boiler ever been cleaned?
3. Has the draft been checked?
4. How much coal does it burn per day? Is the ash tub full every 12 hours or so?

6 teeth is a lot of heat for an average house if everything is running right, so either the unit isn't running right or your house requires a lot of btu's.

Well I don't know what kind of home you have, how well it is insulated or how good the windows are but I do know you can't heat a home in upstate NY with 120 degree water. Can't even do that in the tropics of Maryland. You've got to crank that puppy up.
