It was Ronald Reagan who made the Soviets believe that we meant what we said and said what we meant. That and a massive military buildup to back it up. He scared the living crap out of them and they couldn't keep up in the military spending. Also remember the Iranian hostage crisis on Carters watch? When did the Iranians let let them go? The day Reagan took office. Because he said he was going to go and get them and they believed him. They knew Carter was full of it. Well he did send a few helicopters once but the ones that didn't break down on the way due to the sad state of our military, crashed into each other.
There is no way that Reagan deserves all the credit for winning the Cold War. The strain of 45 years of trying to compete with the US economy (militarily) was what finaly did them in. In some measure, credit must be shared with all the U.S. administrations since Harry Truman in 1945. (Personaly, I think Eisenhower is only begining to get the credit he deserves for beating the Russian Bear but there were significant contributions by Democratic Presidents too, starting with Truman in Korea)
