The sheet metal on it has gone bad, but, the casting is good. Is it worth it to replace sheet metal? What would be the approx. cost?

You don't need it on a boiler. If insulated, it protects the insulation from damage. If not, it protects you from coming in contact with high temperature steel.

I never saw a Holland boiler, all furnaces. To distribute heat other than the radiant heat in the vicinity of the furnace you need the sheet metal and the plenum at the top. After that the distribution pipes.

You can use it as is as a radiant stove.

it is not a boiler, it lives in the basement and needs the plenum to distribute the heat. I will try to get some pictures. It is a Holland No. 340'

I did a search, and it seems that the Holland is the old 'octopus' style. If that's the case, yes you can make a new jacket. The bonnet will be the worst part as special tools were use to lock the pieces together........the rest is just sheet metal screwed into the steel support rings.
