Proper Location of a Power Vent

Stoker Coal Boiler: harmanVF3000 Coal/oil option
Coal Size/Type: Rice

I looked a the info on power vent and it says for C. Must terminate at least 4' below, 4' horizontally, or 1' above any door or window.
I would like to put the power vent 5ft directly below a window is that O.K. ? Or does it also have to be 4ft horizontally away from the window?
