Blaming the tool, but not the user/abuser is illogical. Those who do so, can't see the flaw in that thinking, - otherwise they would also be banning baseball bats, knives, and cars if they were honest about their intent.
And, policies based on such illogic as blaming a tool are doomed to fail. There is ample proof of that for those not too blinded by an illogical mindset to see.
Much of this mental health problem stems from when the nation's health care system was torn apart and those needing help were turned into the streets, starting back in the 1970's. Not much homeless living on the streets, or mass shooting problems before then.
