Not saying that is your trouble, but it would only take a few hundred RPM's to make all the difference in the world. Might be worth looking at.

Also check the blower motor for the proper RPM's. We had an A.O. Smith motor here on a 520 EFM that was junk right out of the box. As soon as we hooked it up we had a very "lazy fire" and nearly had to max the air dampener out just to get a proper burn on a low feed setting. After we bolted on another new motor, we had more air than we knew what to do with.
