Victory 700 Coal Stove Burn Issue

I recently cleaned and fired up by Victory 700. Stove started easily. I'm having burn issues. Bottom door wide open, with fan running. Barely stays burning. I'm not sure if its the coal or the air jackets in the stove, or something else.
Any ideas or things to check.

Air or draft, seems it is rarely bad coal. Is there a way to measure draft? And can you check the air feed areas? I have never seen a Victory 700 so just in case others in here haven't either, a pic or two might help. Or perhaps there is someone well versed in them. Pull up a seat, someone will be along.

Are you flue clean out elbow covers tight and sealed ? Maybe a large crack in
the flue castings.

The Victory is a copy of the Franco Belge. You must clean out the exhaust channels on each side. They could be plugged with fly ash.

I think it may be those side exhaust air channels. My old shop vac had a small 1 inch hose that would allow me to to a decent job cleaning them. My new shop vac has a 2 1/2 inch, doesn't allow as good an access. Stove will be out in a few hours. I'm going to make an attachment with a small flexible hose which should do a better job cleaning.

If cleaning the air passages don't work I would check the chimney for blockage.
