In order for4 the town to issue me a permit to install this stove and get a certificate of compliance they want to see paperwork for this or a comparable stove. Do they still make this stove and if not what model made today would be considered similiar to this?

I'd download a manual for a Harman Mark III, it is a similar size and appearance stove.

Looks like it has the parts (grates) for coal. You may have to bank the coal up in the back. From the picture , it doesn't look to be able to maintain a very deep bed of coals. The way to get any depth is to bank it up in the back.

From the bottom of the Grate to the top of the fire brick will be at lease 10" the fire bricks are 9" long alone he will have plenty of space to burn Anthracite in that stove most hand feds are 10 to 12" deep from the grate to the top of the bricks
he has a banking bar for the inside front of the stove he will be able to fill the coal up in the middel of the stove almost up to the baffle Plate the stove will work fine

Was hard for me to tell by the picture. At least 10 inches for coal bed? Sounds to me like you have it made.
