Amazing as it sounds that certainly is plausible. That building was probably heated with coal up until around WW2. The chimney was probably huge by house standards with a very largespace for the fly ash to accumulate. A buildup of many feet of it isn't out of the question, it's even possible it was never cleaned out... To tell you the truth other than the suffocation issue I can't think of anything better to fall into. That is going decelerate you decent very slowly compared to something like water. You only need a deep enough layer of it.

On the news they said the ash was soft and they feel the ash on the sides of the chimney help slow her down. They said she fell head first into 2 feet of ash, then they said she broke both her legs. How do you break your legs falling head first?

If the chimney was narrow enough then maybe it was tight fit and she didn't fall full speed? But that brings up the question of how the hell she fell in the first place.
I wouldn't think 2 feet would be enough to help much going really fast. 4 or 5 feet would definitely cushion a fall very well.

I would think anyone falling down a chimnye would be grabbing at the side with your arms and legs... that probably slowed her down really good... BUT like Freddy said, does she have any skin left?
