I doubt if there is any measurable fuel savings or increase in heat output between say .05" and .07". The main function of a barometric damper is to keep the draft fairly steady within a range of draft. This is to even out the wide swings in draft that make it difficult to control the burn rate.. The minor adjustments can be made with the combustion air control.
It certainly doesn't hurt to experiment a bit with the draft, since every instalation is different, you may find a setting that is a 'sweet spot' for your instal.
