Now I can't wait to get home to check the draft ... and to relight the boiler The power went out for over 4 hours today.

If you have a difference in draft reading from opening a window, i'm wondering if you have enough incoming air to satisfy the air requirerments of the fire.
I have a 4" round metal duct run from outside and tee'd off to each boiler so they don't starve for air.

There's a strong possibility that you're right. My house is somewhat new (1989). But it was REALLY windy last night and I though the Wind blowing into the house through the window may have cause the draft to increase more that it would on a calm day. When the wind is calm I'm going to re-run the window test.

Yah, I definitely get ~.003-.006 more draft with the window open.
I'm going to leave it as is for now since it does have plenty of draft. When we put the addition on the utility room is growing in size I'll make sure it has a dedicated cold air intake when we get to that point!
