I'll answer your original question Sam. What's going on in this country, at least in this case, is that murder is no longer murder. Kill your grandmother with a hammer, go to jail for 17 years, convince some limp wristed liberal shrink that you are "cured" and get released from jail. Give someone like this a second bite at the apple and they damn well will take it. This piece of excrement should have been executed for his original crime. And there was a time he would have been but again liberal do gooders have pushed and pushed to do away with the death penalty. It's like every other "well intentioned liberal agenda", it's all about feeling good and not thought through.
Actually, murderers typically have the lowest recidivism rate.
Released prisoners with the highest rearrest rates were robbers (70.2%), burglars (74.0%), larcenists (74.6%), motor vehicle thieves (78.8%), those in prison for possessing or selling stolen property (77.4%), and those in prison for possessing, using, or selling illegal weapons (70.2%).
Within 3 years, 2.5% of released rapists were arrested for another rape, and 1.2% of those who had served time for homicide were arrested for homicide.
From what I have seen, this is often because murder happens as a crime of passion, or as part of a crime. Like I said before, here in PA, if you commit a felony and someone dies, you get life without parole. So you can not even have a gun in your hand, just take part in the robbery and your codefendent does the killing and you are still going down forever. I have seen many law abiding citizens without a single glitch in their records and with good jobs and college educations snap when they found their wives in bed with another man and in that 30 seconds of rage, did something they will regret forever. I have seen MANY military men get into a drunken brawl that ended with someone getting killed and they get a 40 year sentence. It happens that fast. Never say never. There is a difference between murder where someone broke into a house and killed the people inside, then robbed the place and the 18 year old kid who drove his buddy to the store not knowing he was going to shoot the clerk or the husband or wife who snapped after catching their cheating spouse.
No, the ones that keep getting out and coming back are the leaches, the people who commit crimes that leach off of someone else: burglary, robbery, thiefs. People who do their crimes to make a living.
