Yes, Its basically this... If you have a pre EPA stove of anykind you can trade it in and obtain a voucher (used as cash) towards the purchase of any post EPA stove. {cough cough} I guess its impossible to know if your "pre epa" stove was really being used prior to filling out the form. Think of it a gun buy back program for our stoves.
Its easy, follow these instruction ... each person buying a new stove in MA. will let me come drop a pre epa unit off at your house and then send Dougie a check for 50% of the thousands you saved we will be all set!
