I usually see windy weather making my damper open considerably more than a calm day. If the draw from the chimney is very strong the damper may have to stay wide open. If wide open does not regulate the draft maybe go a size up in pipe and damper size.

It is just doing it's job. Big wind = big draft so it will be open when windy.

If the manometer is located between the stove and baro and still reading -.12 and the baro is wide open you could install a mpd between the baro and stove, BUT NOT AFTER THE BARO! If the manometer is located between the baro and chimney you are measuring the draw on the chimney not the stove.

To add to the good advice already, wipe off the inside of the baro door. It can get a buildup that will change the weight and even make it stick.

Not a big deal with big windy draft, but it can stick or not function properly.

What size pipe and baro do you have? RC type?

Got a pic of the pipe?

Sounds like it is working fine. Guess I am missing the issue.

You can go crazy watching manometers. I set mine up with a draft gauge and then put the gauge back in the box. I clean the back of the baro door every month or so, but that's it.

Both hand fired stoves I have had recommended .06 to .10 draft, so .12 that you are seeing is not a disaster. As long as it drops back down to normal when the winds die down, not to worry. ;)
